• Tenders are invited for Works for Equipment of Borehole, Construction of Treatment, Storage, Supply and Distribution Networks and Related Works (Lot 2). City/Town: Balanka, Kaboli, Nadoba, Kadjalla and Moretan The qualification requirements are: - to be a company specializing in the drinking water supply sector; - financial capacity: The Candidate must provide proof that he has achieved an average turnover over the last three years (2021, 2020, 2019) at least equal to three billion (3,000,000,000) CFA francs ; and that he has a line of credit of six hundred million (600,000,000) CFA Francs; - Provide the financial statements for the last three (03) years (2021, 2020 and 2019), certified by a certified public accountant; - technical capacity and experience: The Candidate must prove that he has carried out over the last five (05) years (2022, 2021, 2020, 2019 and 2018) at least two (02) works contracts of a similar nature and volume, of similar or superior consistency and complexity) of a minimum value of 2,000,000,000 FCFA HT/HD for each contract; - meet the qualification conditions defined in the Specific Tender Data (DPAO). 1. This Invitation to Tender follows the General Procurement Notice published on the BOAD website and published in the Togolese national daily -press on July 30, 2019 and July 31, 2019 respectively. 2. The Water and Sanitation Heritage Company in Urban and Semi-Urban Environments (SP-EAU) requested and obtained funds from the West African Development Bank (BOAD) and the Togolese State to finance the Drinking water supply to semi-urban centers. It intends to use part of these funds to make payments under the Contract for the WORKS OF EQUIPMENT OF BOREHOLEs, REALIZATION OF TREATMENT, STORAGE WORKS, SUPPLY AND DISTRIBUTION NETWORKS AND RELATED WORKS (SET 2). The Works will be carried out in Togo in the localities of Balanka, Kaboli, Nadoba, Kadjalla and Moretan, within fifteen (15) months. Variants are not allowed. 3. SP-EAU solicits sealed bids from eligible candidates who meet the required qualifications defined in the Specific Data of the Call for Tenders to carry out the following works: supply of equipment and execution of construction works civil engineering and installation of hydraulic, electrical and electromechanical equipment. The work will be carried out as a single lot. Any tenderer proposing a period of execution of the work longer than that indicated will be rejected. 4. Participation in this open call for tenders as defined in the Guidelines for the procurement of works, goods and services (other than consultancy services) financed by a loan or an advance of funds from BOAD, is open. to all eligible candidates who meet the conditions defined in this Tender Document and who are not affected by the provisions of the Directives. 5. Tenders must be written in French and submitted to the Central Secretariat of SP-EAU at the address given below: 88, ABV rue Doufelgou, Tokoin Casablanca; BP 8608 Lome-Togo; Tel: +228 22 22 89 54 no later than March 27, 2023. Tenders that do not arrive at the times and dates indicated above will be purely and simply rejected and returned unopened, at the expense of the tenderers concerned. Bids will be opened in the presence of bidders' representatives and, where appropriate, an independent observer, who wish to participate in the opening of bids, at the following address: Headquarters of SP-EAU, 88, ABV rue Doufelgou ; Tokoin-Casablanca BP: 8608 Lomé TOGO at the meeting room on the filing date at 10:30 a.m. Bids must include a bid bank guarantee issued by a local bank or a foreign bank with a correspondent in Togo, for an amount of fifty million (50,000,000) FCFA. Tenders must remain valid for a period of one hundred and eighty (180) days from the deadline for submission. The bid guarantees of unsuccessful candidates will be returned to them no later than 6 days after the date of publication of the notice of provisional award of the contract. Submission by electronic means and by post is not permitted. 9. A visit to the project sites will be organized by SP-EAU for the candidates within the framework of this call for tenders over a period of at least 4 days from February 27, 2023. The meeting place will be: the Town Hall of Morétan, from 9:00 GMT. This visit is strongly recommended to all candidates wishing to submit a bid. Bidders must attach to their bids the site visit certificate signed by the Project Manager. 10. No Community preference is applied to this invitation to tender. 11. The contract will be awarded to the bidder whose technically compliant bid is the lowest evaluated and meets the qualification criteria. NB: Newly created companies that are unable to provide the financial statements for the last three (03) years (2019, 2020 and 2021) required are authorized to prove their economic and financial capacity by any other substitute document separate from the certificate of financial capacity.
