  • Expression of Interest are invited for Consulting Services: Disaster Risk Quantification, Financing and Policy Reforms for Resilience Building in Tonga. The objectives of this assignment is to conduct Disaster Risk Management (DRM) and risk financing policy reforms at the national and island levels, specifically to assist with technical inputs on the National DRM Policy; support the design of indicators for monitoring of the DRM Act and DRM Policy Implementation; support the design of strengthening activities and reporting procedures for Island and Village Disaster Risk Management Committees; and provide technical advice on establishing stronger coordination mechanisms between DRM stakeholders and the Ministry of Finance. The assignment will also identify risk quantification and investment needs for resilience-building in one select outer island in Tonga (either Vavau or Eua).This will require the: (i) development of detailed multi-hazard risk information for the select outer island, (ii) prioritization of investment needs in line with the DRM Policy framework, and (iii) identification of risk financing strategies and funding mechanisms for investments in disaster risk reduction and climate resilience in outer islands. These objectives will be achieved through (a) Desktop review assessing and analyzing current DRM and risk financing policy reforms, relevant regulations, policies, and stakeholder coordination mechanisms, including mitigation investments, emergency preparedness and early warning system, disaster response and recovery at national and island level; (b) Technical inputs to support the development of Tongas DRM Policy including recommendations to improve monitoring activities, reporting procedures and stakeholder consultations; (c) Development of a disaster and climate resilience profile for a select outer island, including multi-hazard and risk information (especially for pluvial flooding, storm surge, tsunami, extreme sea levels, earthquake and cyclones), and exposure assessment and vulnerability analysis. The analysis will include identification and prioritization of potential outer island resilience investments, including a proposed phasing of potential implementation. The results of the study are expected to inform Tongas risk-informed planning policies and investment planning needs, as well as DRM strategies, including for early warning systems and disaster preparedness. The technical assistance is also expected to identify island level risk financing strategies and funding mechanisms for priority sectors, including private financing sources for green, resilient, and inclusive development. The following key tasks shall be considered the minimum expected deliverables from the Consultant: Task 1 - Inception Report and Desktop Review Develop an inception report that specifies a detailed methodology to be adopted in executing the assignment, and a work program elaborating on the objectives and milestones to be achieved under this assignment, based on the Terms of Reference (ToR) provided and discussions with the World Bank and key government stakeholders. Furthermore, develop a Desktop review of relevant regulations, policies, and strategies related to DRM, including on risk reduction and mitigation, disaster preparedness and early warning systems, and post-disaster response and recovery at the national and island levels. Task 2 - Technical inputs to Disaster Risk Management Policy, development of indicators and assessment of Island and Village Disaster Risk Management Committees This task will provide technical inputs to support the development of Tongas Disaster Risk Management Policy. The Consultant will: identify key implementation and capacities needs and develop required policy inputs to address these gaps in the development of the National DRM Policy, including an outline of key policy initiatives needed to address challenges in DRM; design indicators and procedures for monitoring implementation of the DRM Act and DRM Policy, including the financial dimensions; conduct a participatory diagnostic to analyse and identify factors that contribute to the effectiveness of the committees and provide advice on interventions to strengthen activities and reporting procedures; and design Stakeholder engagement workshops to seek feedback and undertake awareness raising and advocacy activities with stakeholders. Task 3 - Development of Final Outer Island Risk Assessment Report and Assessment of Outer Island Adaptation Financing Strategies Report This Task will assess the climate and disaster risks to assets and people on a select outer island. The Consultant should: assess the hazards, vulnerabilities, and exposure of the outer island focusing on pluvial flooding, storm surge, tsunami, extreme sea levels, earthquakes, and cyclones; develop strategic and dissemination materials to strengthen island-level institutional capacity, and disseminate the knowledge acquired under this Task; and establish a methodology for analyzing hazards and risks on the outer island. The methodology should identify the critical hazards that affect the island and the extent of exposure and vulnerability for each hazard; produce a multi-hazard risk map with overlays highlighting the distribution of hazards for the whole island; describe data collection and analysis of secondary data (e.g., official statistics, assessment reports, technical data sets, and historical data) and primary data (e.g., site visits, interviews, and focus group discussions) that could be led by a Tonga-based team (supplemented by virtual engagement). The analysis should: identify high-risk areas (including inundation zones); include a hazard assessment of existing hazard management and other infrastructure, provide information and recommendations for integrating data and maps into DRM policies and in existing disaster risk information systems, and update/formulate contingency plans at the island level. Task 4 Consultancy Completion Report A consultancy completion report, summarizing the results of all tasks (per the TOR and any agreed changes), key lessons learned, recommendations and the next steps, shall be developed and submitted to the World Bank. Required Level of Expertise The consultant may propose additional experts in the technical proposal as needed to fulfil the requirements outlined in this ToR. The consultant may also mobilize supporting experts and administrative staff as necessary, to execute the outlined scope of services. The consultant is encouraged to engage a diverse team composition, including a mixture of genders, and local team members based in Tonga to meet the terms of reference. The consultant is expected to: a. Be a firm or an association of consultants with appropriate and sufficient capabilities, resources, and experience to execute the full extent of the scope of services to produce a very high quality of outputs; b. Collaborate with national firms, consultants or associates familiar with the local legislation, regulations, environmental conditions, and other relevant local knowledge; c. Have a strong presence in Tonga during the technical assignment (an in-country Team Leader or Co-Team Leader would be desirable); d. Have a proven record in completing similar assignments successfully in the following sectors: hazard risk assessment, exposure analysis, vulnerability and mitigation, climate change adaptation, policy, and regulatory review especially on disaster risk management, stakeholder engagements, and capacity building; e. Formulate a dedicated technical team comprised of international and local experts (with relevant experience in developing Pacific Island countries, particularly Tonga being advantageous), and national experts (possessing extensive experience in Tonga and deep knowledge of the Tonga context), with relevant technical expertise, qualifications, and work experience (including international); and f. Form a well-balanced team of key experts with excellent skills in communication, report writing and publishing, project management, analytics, and team building.
